CRETEIL, FRANCE: FILES – Picture taken 24 August 2000 in Creteil, a Paris suburb, shows a pitbull dog. Germany’s constitutional court ruled 16 March 2004 that the federal government had no right to outlaw the breeding of pitbulls, Staffordshire terriers and bull terriers but also upheld a related ban on the import of these dangerous dogs. The measures took effect in 2001, nearly a year after a six-year-old boy, Volkan, was mauled to death by a pitbull and a Staffordshire terrier in Hamburg, northern Germany.
