Obama Presidency Ethics Trainwreck Update: On Ebola, Government Competence, Patterns and Panic

The well-established pattern of the Obama administration has been ineptitude followed by denials and dishonesty, culminating in efforts to blame someone else. This is a familiar sequence in management incompetence, and it is one reason why incompetence is unethical. Not doing a job well is not itself unethical unless one falsely creates trust that the job will be done well, refuses to admit that it was not, and continues to be incompetent by avoiding both accountability and self-criticism.

As I have written here too often, this is the tragic history of Barack Obama’s Presidency, once regarded with such hope, now an abject lesson in how good intentions and optics are not enough to lead a nation. Since the last time I made an accounting, there have been several more serious fiascos born of miscalculations, naiveté, lack of diligence, and outright laziness, as indeed I predicted years ago that there would be. What I said was the effects of cumulative lax management, incompetence, political manipulation and arrogance were cumulative, and that we would see more and more results as time went on. This took no great acumen on my part: it did require astounding partisan bias and misrepresentation by so many pundits and journalists to deny it. Let’s see: since the last full accounting we have seen Russia’s slow-motion invasion of the Ukraine, the illegal Bowe Bergdahl prisoner exchange, the Iraq implosion and the rise of ISIS, the bizarre American “plan” to deal with it, the swarming of the border by illegal immigrants, and the revelation that the Secret Service is untrustworthy. Does even worse lie ahead?

Of course it does.

Thus the assurances that the country’s health authorities are handling the Ebola threat with proper thought, efficiency and care can only be accepted ay face value by someone who intentionally rejects the life lesson of “Fool me 2,438 times, shame on you.” I now the Washington Beacon is a conservative news and commentary source, but writer wrote truth and common sense in a recent column titled, “The Case for Panic.” He wrote in part… Continue reading →

Will President Obama’s New Leadership Model Cripple U.S. Management Competence For Decades?

 It seems to be a distinct possibility.

The President of the United States is the culture’s most powerful, visible and influential leader. Like it of not, he is also a role model for leadership and management across society. He has the most responsibility, the largest organization to oversee, and the most vital interests at stake. The management and leadership techniques he uses necessarily set a standard others, especially young, inexperienced, aspiring leaders and management, will be encouraged to emulate.

What are they learning? To begin with, they are learning to accept a startlingly low standard for “confidence.”

The President has now issued two statements that he has “confidence” in the Secret Service. The assessment has special significance because the health and safety, the very lives, of the President, his wife, his young children and his staff is in the Secret Service’s hands, and the agency would seem to have demonstrated beyond all doubt that it is incapable of meeting any reasonable expectations or trust. We know that the agents are barely trained, and that they lack professionalism and self discipline. We know that agents availed themselves of prostitutes in South America, and got drunk on duty in Amsterdam. We know that  a gunman fired at least seven bullets that struck the upstairs residence of the White House in 2011, aided by a botched Secret Service response, and that just this month a deranged fence-jumper got into the residence and was running amuck before he was stopped.

The Service’s statement on that incident was jaw-dropping, saying agents “showed tremendous restraint and discipline in dealing with” an intruder who could have had a bomb or deadly intent. How could this President, any President, any leader, any manager, have “confidence” in a security force under these circumstances, with its own management displaying such a bizarre attitude?

Well, I don’t know. It’s a brand new paradigm, the most lassez faire, gentle, kind,empathetic and understanding, hands-off, no-fault, no standards, no accountability leadership style I have ever seen at any management level higher than a lemonade stand. I’m sure many members of the public, especially those who goof off at their jobs, steal supplies, file fake reports, arrive to work stoned, never finish assigned tasks and think they have a right to keep their jobs and paychecks no matter how useless they are, would love to have Obama as a boss. Such a boss would express confidence in the most obviously inept and untrustworthy employee imaginable, and apparently mean it. And never, never fire him. Continue reading →

KABOOM!! Dana Milbank’s New Record For Flagrantly Dishonest Punditry

I am through with Dana Milbank, and also with anyone who quotes him, relies on him, believes him or—take note, Washington Post—employs him. There must be some level of insulting, dishonest, toadying, intentionally misleading punditry that qualifies as intolerable, and Milbank’s latest column for the Washington Post—syndicated elsewhere so the maximum number of weak minds can be polluted—defined it. I’m not going to reprint a word of it for fear that it will poison the blog, or cause your head to explode like mine just did—but I can describe its thesis. Get this: Milbank decries a “crisis of the week political culture” in Washington, and blames the news media, Republicans and Congress for the shifting attention. I am suppressing a scream as I write this.

There is a “crisis of the week” political culture because the incredibly inept and incompetent President of the United States has mismanaged every conceivable aspect of the government’s policies, domestic and foreign, while maintaining incompetents and political hacks in key positions and sending the message that there will be no accountability for abject failure, and because, despite pledging unprecedented transparency, the standard operating procedure for this group of ideologically doctrinaire and skill-challenged group has been to posture, obfuscate, stall, mislead and lie until various ugly chickens come home to roost, and then to rely on the news media to accept absurd excuses, explanation and blame-shifting theories, chaos has been percolating beneath the surface in dozens of vital areas—oh yes, more bad news is coming—and the full measure of various disasters are finally becoming known.

There is a crisis of the week mentality because a new catastrophe caused by the epic incompetence of this Administration is being uncovered every week, and sometimes every day.

And Dana Milbank blames the political culture, as if it is making this stuff up.

And he expects readers to agree with him.

And a lot of them will.

In the threads here stemming from Judge Kopf’s impolite and unprofessional verbiage directed at the Supreme Court, some members of the Nebraska federal jurist’s fan club have sought to justify his incivility by asserting that the judicial system itself is “broken,” and that, more specifically, judges ought to just concern themselves with judicial errors of their lower court colleagues and eschew political controversies, such as, I must presume based on the context of the judge’s compliant, when the other branches of the government break laws and violate constitutional principles.

To say that I’m cynical about this argument understates the case.What it means, I believe, is that members of one partisan orientation believe that the system is broken as long as judges who do not share their progressive biases are in a position to rule on various controversies where judicial intervention is necessary and appropriate, but will no longer be considered “broken” once progressive-minded jurists are in a position to do the intervening, whereupon the critics like Judge Kopf will drop their objections.

Ethics Hero Emeritus: Senator Howard Baker (1925-2014)

Howard H. Baker Jr., a three-term Tennessee Senator whose trademarks were integrity, honesty, and a refusal to allow partisanship get in the way of what he believed was the right thing to do, died today.  The Republican leader of the Senate, Mitch McConnell of Kentucky,  called him “one of the Senate’s most towering figures.” How ironic, or perhaps just insincere. If McConnell understood and admired the qualities that made Baker “towering” he couldn’t possibly be the divisive, petty, ultra-partisan hack that he is. Then again, comparing Baker’s career and character to the scrimy, petty, self-centered and ethics-challenged dwarves that make up all of McConnell’s colleagues  in both Houses and on both sides of the aisle reveals such an obvious disparity that even the sorry likes of McConnell couldn’t deny it.

Howard Baker stands especially tall in my memory as I watch the disgraceful conduct of House Democrats, doing all they could to derail the I.R.S scandal hearings and to prevent the uncovering of facts surrounding the executive branch’s abuse of power, because they have chosen political loyalty and expediency over transparency, fairness, duty to country, and trust. Contrast this horror show with the principled stance of Baker during Watergate, seeking uncomfortable truths rather than throwing obstacles in the way of efforts to uncover them, treating abuse of power and attempted cover-ups from his own party’s President as he would the same from a Democrat, asking the famous question, “What did the President know, and when did he know it?” Continue reading →

Is It Possible That The Democratic Party Is As Corrupt As Its Conduct In The I.R.S. Investigation Suggests?

Corleone testifiesThis began as an Ethics Dunce post, but designating Congressional Democrats as ethics dunces for their current, apparently agreed upon and coordinated response to the disgraceful I.R.S. scandal—and it is a scandal—appears far more sinister than that. This appears to be a cover-up, and a particularly blatant, clumsy and desperate one, as well as a sickening display of a major political party abandoning its principals and constituency—meaning the American people and not donors, sycophants or “the base”—to impede an effort to get to the truth.

Here’s Post columnist Michael Gerson’s fair summary of the I.R.S. affair to date:

“To review: After President Obama blamed “two Dilberts in Cincinnati,” an inspector general’s report found that high-level IRS officials in Washington were involved in directing additional scrutiny toward tea party groups seeking tax exemptions. [I.R.S. official Lois]Lerner admitted as much, before taking the Fifth Amendment to avoid testifying before the House oversight committee. The House of Representatives held her in contempt. And now the evidence of possible communications between Lerner and other agencies (including the White House) has gone missing under suspicious circumstances. It could be a regrettable series of rogue operations, IRS management failures and technical glitches. Or they could be taking us for fools. If there was any political motivation for this abuse of power, it is a form of corruption — the kind of thing Americans like to criticize in countries they regard as less developed. And the circumstantial evidence is strong. This wave of heightened IRS scrutiny came after Democratic senators, warning of possible abuses spawned by the Supreme Court’s Citizens United decision, demanded additional IRS scrutiny of nonprofit political groups. Because evidence of political influence is both plausible and circumstantial, a special counsel is needed to sort out the truth.”

The summary, in an accurate article titled “An arrogant and lawless I.R.S..” doesn’t include the fact that nobody has been disciplined or held accountable in any way for what occurred, including any of the imaginary scapegoats in the Cincinnati office. It doesn’t note that I.R.S. Commissioner Koskinen delayed informing Congress of the lost e-mails for months, after assuring members, under oath, that they would be provided. Yesterday, Koskinen stooped to Bill Clinton levels of deceitful parsing, arguing that when he swore to Congress that he would deliver all e-mails, he meant only all the e-mails that existed, since he couldn’t deliver those that no longer existed. Why didn’t he mention that those key Lerner e-mails had vanished? He wasn’t asked! Meanwhile, a government archivist testified yesterday that not informing Congress that the e-mails had been lost indeed violated a federal statute. Also yesterday, the I.R.S. admitted that it illegally played politics in 2012, leaking confidential tax information from an anti-gay marriage group to the pro-marriage Human Rights Campaign. The I.R.S. E-Mails: The New York Times, Flagship Of The Respectable Mainstream Media, Proves Its Corruption

Washington, DC – Today, Ways and Means Committee Chairman Dave Camp (R-MI) issued the following statement regarding the Internal Revenue Service informing the Committee that they have lost Lois Lerner emails from a period of January 2009 – April 2011. Due to a supposed computer crash, the agency only has Lerner emails to and from other IRS employees during this time frame. The IRS claims it cannot produce emails written only to or from Lerner and outside agencies or groups, such as the White House, Treasury, Department of Justice, FEC, or Democrat offices.

You can be forgiven if you somehow missed this story, though it is obviously alarming, newsworthy, and possibly sinister. Many in the mainstream media have gone out of its way to ignore it. Yet this is likely or certainly possible spoliation, the illegal destruction of documentary evidence during litigation or an official investigation, which the House inquiry into the IRS’s irregularities regarding the approval of conservative groups prior to the 2012 election certainly is. If a private company “lost” key  and potentially incriminating evidence like this, indictments would follow. (RIP: Arthur Andersen) Recall, please, that Lerner pleaded the Fifth Amendment to avoid self-incrimination—her right, but hardly cooperative or comforting. This news is even less so.

Oversight Subcommittee Chairman Charles Boustany Jr., M.D. (R-LA) added, “In the course of the Committee’s investigation, the Administration repeatedly claimed we were getting access to all relevant IRS documents. Only now – thirteen months into the investigation – the IRS reveals that key emails from the time of the targeting have been lost. And they bury that fact deep in an unrelated letter on a Friday afternoon. In that same letter, they urge Congress to end the investigations into IRS wrongdoing. This is not the transparency promised to the American people. If there is no smidgen of corruption what is the Administration hiding?”

President Obama’s Epic, Tragic Incompetence: A Review

I stumbled upon this piece in Commentary by Peter Wehner. At first I was grateful that he had written it so I didn’t have to, and then was struck by the title: The New Obama Narrative: Epic Incompetence. New? This has been the narrative of the entire Obama Presidency, and I have been periodically and grimly drawing attention to that fact, while watching the mainstream media attempt to obscure it, from the very beginning. Now, as the Veteran Administration fiasco finally presents a scandal that Democrats and journalists don’t dare to try to dismiss as, in Dana Milbank’s description of the Benghazi cover-up, a “nothing-burger,” incompetence in the unaccountable, unmanaged, embarrassingly unprofessional Obama Administration is suddenly being pronounced unacceptable. To the contrary, it is because the news media unethically accepted it that the incompetence of this President is finally killing people.

The tragic legacy of Barack Obama will be recorded in three parts: his groundbreaking achievement as the nation’s first black President, his utter incompetence at governing and leadership, and his dishonesty and the dishonesty he engendered by those who reported to him. The first has been fatally undermined by the second and third, and the third, dishonesty, necessitated by the second, the relentless incompetence. The reason this is so tragic should be obvious to all. President Obama, like all trailblazers, needed to be a stand-out, exemplary performer to avoid setting back the causes his ascension needed to advance. But instead of Jackie Robinson, he has been Pumpsie Green, and that may be unfair to Pumpsie, the first black player to wear a Boston Red Sox uniform who knew his limitations, and did the best he could for as long as he could. It is also tragic because America, as much as any time in its history prior to the Civil War, needed a strong, wise, confident, unifying leader to deal with great and difficult problems that will only get worse with time. The challenges would have tested the best of leaders; for President Obama, with neither leadership instincts or talent, they have proven impossible. Worse, the basic requirements of governing have been proven to be beyond him, and he does not have the self-awareness or humility to seek the help he needs.

“The emerging narrative of Barack Obama, the one that actually comports to reality, is that he is a rare political talent but a disaster when it comes to actually governing. The list of his failures is nothing short of staggering, from shovel-ready jobs that weren’t so shovel ready to the failures of healthcare.gov to the VA debacle. But it also includes the president’s failure to tame the debt, lower poverty, decrease income inequality, and increase job creation. He promised to close Guantanamo Bay and didn’t. His administration promised to try Khalid Sheikh Mohammed before a civilian jury in New York but they were forced to retreat because of outrage in his own party…The White House response to everything from the VA and IRS scandals to the seizure of AP phone records by the Department of Justice is that it learned about them from press reports. More and more Mr. Obama speaks as if he’s a passive actor, a bystander in his own administration, an MSNBC commentator speaking about events he has no real control over. We saw that earlier today, when the president, in trying to address the public’s growing outrage at what’s happening at the VA, insisted he “will not stand for it” and “will not tolerate” what he has stood for and tolerated for almost six years…On every front, he is overmatched by events. It’s painful to watch a man who is so obviously in over his head. And more and more Americans are suffering because of it.”

Wait…WHAT? Something Is Missing From This Ethics Story….

“Homeland Security Secretary Jeh Johnson put the agency’s former inspector general on administrative leave late Thursday, the same day The Washington Post revealed a congressional investigation’s finding that the former watchdog had tailored reports to the liking of senior Obama administration officials. A Senate investigative report concluded that Charles K. Edwards, who served as acting inspector general at the agency from 2011 until this past December, had directed altering and delaying critical investigative reports and audits at the request of top political appointees in the department”

In that story, we learned that  Edwards, who served as acting DHS inspector general from 2011 through 2013, routinely socialized with department leaders and gave them inside information about the timing and findings of investigations.  The objective, which staff members said that Edwards was confident he had in the bag, was White House support for his position to be made permanent. A year-long bipartisan investigation also concluded that Edwards improperly consulted with top political advisers to then-Homeland Security Secretary Janet Napolitano and acquiesced to their suggestions about the wording and timing of his supposedly objective reports. Whistleblowers told the panel that Edwards ordered them to remove derogatory information about the Secret Service in the findings regarding the Service’s prostitution scandal, and also evidence implicating a White House staff member. Other whistleblowers alleged deletions and alterations in other reports by Edwards. Investigators told the Post they were able to confirm the improper deletions and delays in several reports, but did not reach a conclusion on the Secret Service-related allegations because the DHS, which is, as we all know, part of the most transparent administration ever. declined to provide Edwards’s e-mails about the Secret Service incident. It is a debate that erupts here periodically: Do you vote for the honest and trustworthy politician whose policies you despise, or the lying rogue who stands for all the “right” things? Washington Post editor Hilary Krieger raises the issue with gusto in the Sunday Washington Post, with an essay titled (in the print edition) “Is a little political corruption all that bad?”

Yes, Hilary, it is.
